The Regulations on the Disclosure of Government Information and the Archives Law are two different types of laws and regulations,and there are great differences between them.In terms of the scope of regulation,the former only regulates the disclosure or non-disclosure of government information,which is quite limited.The latter is a law that regulates the entire life cycle of Archives,and its scope is quite broad.In terms of the objects of regulation,the former regulates'government information';and the latter regulates'Archives'.'Archives'and'government information'are not the same thing,and the two are not equal.In terms of the service objects,the former is mainly'citizens,legal persons and other organizations'.The latter serves organizations that receive Archives,parties and organizations related to Archives in the collection,and other people from all walks of life.With so many differences between the two,naturally their respective legislative ideas are also different.The name of the former is'government information disclosure',and its legislative idea is to be established around'government information disclosure'.The latter is a law that comprehensively manages the entire life cycle of Archives,and its legislative idea is also to be established around the comprehensive management of the entire life cycle of Archives.The former is responsible for the disclosure of'government information',and the latter is responsible for the opening o f'government information'that is not disclosed in'government information'.This is the connection between the two.
