As the main creator of archives of vulnerable groups,the archival departments'legal responsibilities and functional positioning are highly consistent with the characteristics of archiving undertakings.Through the top-down organizational regulation and promotion of the sectional structure,the scattered archives of vulnerable groups with valuable information can be effectively managed.When creating documents and archives for vulnerable groups,archival departments may use their discourse power advantage in the collection,gathering and processing the archives of vulnerable groups and cause alienation risks such as information monitoring,data monopoly and privatization of public power,especially in the face of new rights to protect personal information rights and interests in the era of big data,such as the right to be forgotten and the right to be recorded.It is necessary for archival departments to adhere to the principle of combining the appropriate control of power and the exercise of individual rights,so as to coordinate the relationship between the development of archival information resources and the protection of personal information rights and interests,and form a positive effect on social fairness and justice,social public security,national economy and people's well-being with the development of archives of vulnerable groups.
