The promulgation and implementation of the newly revised Archives Law of the People's Republic of China and the Measures for the Opening of Archives in National Archives provide important guidelines for the examination and approval of archives opening at all levels.On this basis,this paper studies the legal system of open archival examination of national archives,summarizes the legal pattern of multi-governance of open archival examination,the legal mode of collaborative examination and the legal requirement of"open as much as possible".Facing the future,the open archival examination system of national archives should promote the process of legalization by perfecting the legal norms of open archival examination,refining the responsibilities of open archival examination subjects,perfecting the standards of open archival examination and ensuring the participation of social forces in open archival examination,so as to gradually realize the ideal stage of good law and good governance.
