Research on Privacy Risks and Governance of Archival Data from the Perspective of Data Element Valorization
Under the background of data factor valuing or transaction,it is a reality and a trend for archival data to enter the factor market and be circulated and traded,and it is urgent to solve the problem of how to take archival data privacy protection into account.In this paper,we analyze and identify the types of archival data and the sources and types of privacy risks in archival data valuing by using literature analysis and data value chain theory,and develop an archival data privacy governance model under the perspective of data factor valuing.The article argues that archival data privacy originates both from various types of traditional archives that record individuals'private information and the archiving of data.At different stages of converting data factors into resources,assets and capital,archival data privacy risks are mainly manifested as data collection risks,data sharing risks and data cross-border flow risks.As these risks are diverse and have various characteristics,they should be managed from three perspectives,namely legal,technical and administrative means,in accordance with the archival data privacy governance model.
