Research on the Development of the Rights System of Person(s)Involved in Personnel Archives from the Perspective of"Bundle of Rights"of Personal Information
Personnel archives are related to the vital interests of workers,and the improvement of relevant policies,regulations and systems is of great significance for promoting personnel archives undertakings to be governed according to law,to be open and to be modernized.At present,China's personnel archives management has the problem of imbalance between the power of the manager and the rights of the person(s)involved.Based on the evolution of China's personnel archives management system and the analysis of the current situation of the rights of the person(s)involved,this paper introduces the idea of"bundle of rights"in information and data legislation,and clarifies the specific content and boundary scope of the"bundle of rights"of personal information of person(s)involved in personnel archives with a systematic thinking.This paper also puts forward the concrete path for the realization of the"bundle of rights"of personal information of person(s)involved in personnel archives,so as to optimize the personnel archives management system in China and practice the"people-centered"development philosophy.
