The Use of Archives in Notary Services Under the Background of Digital China Initiative:Survey and Reflection(2022-2024)
From the traditional paper environment to the current digital environment,archives,as the original records of social activities,are widely recognized for their value as evidence.This paper reviews the evolution of regulations and related policies concerning the use of archives in certifications or notary services,clarifies the basic institutional guarantees for the issuance of archival certification,and identifies the two main application scenarios:certification for people's well-being and judicial litigation.The paper points out that in the certification for people's well-being scenario,the utilization of archival evidence has shown a phased development from traditional fixed-site certification,to cross-venue"one-stop"certification,and finally to trans-temporal and spatial fully electronic archival certification.In the judicial litigation scenario,The overall acceptance rate of archival materials is considerable,with paper-based archival certification still being the mainstream method.Standardized archival management contributes to the formation of a complete chain of evidence and enhances the role of archives as a type of evidence.
