依法治档视角下档案信息化驱动档案工作现代化的关键路径研究

摘要
档案信息化是驱动档案工作现代化的关键环节.《中华人民共和国档案法》和《中华人民共和国档案法实施条例》从立法目标、立法模式、法条配置及法律体系构建等方面为档案信息化建设奠定了法律框架,围绕战略规划、制度标准、数字资源、系统平台、安全管理和服务利用六个层面提出了具体要求,并建立了法律实施的监督机制,为我国档案信息化建设提供了有力的法治依托.未来,档案信息化建设应通过全面纳入和融入地区与组织信息化发展、加快完善法律标准体系、优先推进增量档案电子化管理、合理开展数字档案馆建设及稳步增强自主可控环境下的新技术应用等关键路径,赋能档案工作走向现代化.
Abstract
Archival informatization is the key link to drive the modernization of archival undertakings.The archives law and its implementation regulations have laid a legal framework for the development of archival informatization from the aspects of legislative objectives,legislative models,legal provisions allocation and legal system development,put forward specific requirements around six levels:strategic planning,standard system,digital resources,system platform,safety management and service utilization,and established a supervision mechanism for the implementation of the law,which has provided a strong legal support for the development of archival informatization in China.In the future,the development of archival informatization should be fully integrated into the development of regional and organizational informatization,and we should speed up the improvement of legal standard system,give priority to the electronic management of growing archives,rationally carry out the development of digital archives,and steadily enhance the application of new technologies in the environment of innovation,so as to empower archival modernization.
