基于GIS开放平台的最优学区动态规划研究

"就近入学"是义务教育阶段保障公民平等接受义务教育权利的重要入学原则.目前,我国绝大部分地方都是通过传统的学区划分来给适龄学生分配学校.人口流动加剧以及择校等因素,给教育部门在学区划分和学校招生等方面带来了较大的工作难度.本研究采用运筹学的相关算法,结合城市学区规划的特点,同时基于GIS开放平台,开发了最优学区动态规划软件包,辅助教育主管部门高效地完成学区的动态规划.本研究以静安区小学学区动态规划为实例,验证了模型和工具的有效性和实用性.
Research on Dynamic Planning of Optimal School District Based on GIS Open Platform
"Nearby enrollment"is an important enrollment principle to ensure citizens' equal right to receive compulsory education at the stage of compulsory education.At present,China allocates schools to school-age students through traditional school district divi-sion.With the intensification of population migration and school selection,the division of school districts and school enrollment of the education department have brought greater difficulties.This study adopts the relevant algorithms of operational research,and optimizes it according to the characteristics of urban school district planning.Based on the GIS open platform,the optimal school district dynam-ic planning software package has been developed to assist the education department to effectively complete the dynamic planning of the school district.Taking the dynamic planning of Jing'an primary school district as an example,the validity and practicability of the model and tools are verified.
