为解决工程建设项目执法监察效率低、周期长和数据共享难等问题,本文利用GIS、GPS、云计算以及移动互联等先进技术和遥感卫星、无人机倾斜摄影和感知设备监测等现代化测绘手段,优化了工程建设项目执法监察管理流程,构建了工程建设项目执法监察数据库,搭建了"省-市-区(县)-街道"四级互联互通工程建设项目执法监察系统,实现了数据成果的"一张图"展示、违法案件全流程管理、移动巡查、执法监察以及系统集成等功能,让违法行为"发生在萌芽,解决在萌芽",提高了执法监察能力和水平.
Design and Implementation of Law Enforcement Supervision System for Engineering Construction Projects Based on GIS
To solve the low efficiency,long cycle and data sharing difficult problems of law enforcement supervision for engineering construction projects,this paper,by using GIS,GPS,cloud computing and mobile Internet and other advanced technologies and re-mote sensing satellites,unmanned aerial vehicle(UAV)tilt photography and perception equipment monitoring and other modern means of surveying and mapping,optimizes law enforcement supervision management process of the engineering construction projects,builds the law enforcement supervision database for engineering construction projects,develops the"provincial,municipal,district(county)and streets"4 level connectivity law enforcement supervision system for engineering construction projects,which has realized the data results of"one map"display,illegal cases whole process management,mobile patrol,law enforcement supervision and sys-tem integration,and other functions,makes illegal behavior"happen in the bud and solve in the bud",and improves the law enforce-ment supervisory ability and level.
