融合时空大数据土地全生命周期监管平台建设研究

为了解决土地相关部门数据格式复杂多样、共建共享不足、监管无法兼顾土地全生命周期业务管理流程和实时动态多渠道导致的土地利用效率低的问题,本文提出一套从数据到模型到应用的融合时空大数据的土地监管体系.先梳理构建了土地时空大数据体系,提出了4 种数据治理方法搭建统一数据底板,并设计了全生命周期环节监管模型和实时监管模型,通过土地全生命周期共同监管平台研发应用于实际业务管理中,有效地识别出管理异常并推送预警信息.该体系实现了土地出让全生命周期过程中业务实时预警和时空大数据分析监测辅助预警,从单一监管转向全流程动态监测自动推送的综合监管,可广泛应用于各城市的土地管理领域.
Research on the Construction of Land Whole Life Cycle Supervision Platform with Spatio-Temporal Big Data
In order to solve the problems of complex and diverse data formats,insufficient construction and sharing among land related departments,and the inability of supervision to balance the entire land life cycle business management process and real-time dynamic multi-channel resulting in low land use efficiency,this paper proposes a set of land supervision system integrating spatio-temporal big data from data to model to application.First,the land system based on spatio-temporal big data was sorted out and constructed,four data governance methods to build a unified data base were proposed and the whole life cycle supervision model and a real-time super-vision model were designed,and the land whole life cycle supervision platform was developed and applied to actual business manage-ment,effectively identifying management anomalies and pushing early warning information.This system realizes real-time business early warning and spatio-temporal big data analysis monitoring auxiliary early warning throughout the entire life cycle of land transfer,shifting from single supervision to comprehensive supervision with automatic push of dynamic monitoring throughout the entire process,and can be widely applied in the field of land management in various cities.
