Study on the Operation Rules of Natural Resource Rights Confirmation and Registration in State-Owned Forest Farm
Taking Sunan Area of Qilian Mountain National Park,Gongjing Forest Farm of Yuzhong county,and Tao River Ecological Construction approval procedures as state-owned forestry natural resource research and verification areas for the operating procedures of natural resource rights confirmation in state-owned forest farms,the process of state-owned forest farm rights confirmation and reg-istration was studied.Different types of state-owned forest farm natural resource registration units were divided,and the registration scope and boundaries were determined.Basic information such as the quantity,quality,area,and public control of natural resources within the registration scope were clarified.The ownership and usufructuary rights of various natural resources within the units were in-vestigated.Through the study of the operating procedures of rights confirmation and registration,the distribution of natural resources in each registration unit of the verification area was formed.The distribution of grassland resources in the registration unit of Sunan Dis-trict of Qilian Mountain National Park was the largest,the distribution of forest resources in the registration unit of Gongjing Forest Farm was the largest,and the distribution of forest resources in the registration unit of Tao River Ecological Construction Bureau was the largest.
