摘要
为了解决当前河长制管理存在的信息孤岛、流程烦琐及公众参与度低等问题,利用GIS、物联网、4G/5G无线通信、大数据等先进技术,设计并开发了智慧河长制管理平台,实现了河湖资源全覆盖、业务管理全流程化、成果全发布及公众全参与.本文详细阐述了平台建设的目标、框架、功能模块以及实现的关键技术等内容,为提升河长制管理的智能化水平、加强河湖保护与治理,以及促进水生态文明建设提供了有力支撑.
Abstract
In order to solve the problems of information island,cumbersome process and low public participation existing in the current river chief system management,the smart river chief system management platform has been designed and developed by using advanced technologies such as GIS,Internet of Things,4G/5G wireless communication and big data to achieve full coverage of river and lake re-sources,full process of business management,full release of results and full public participation.This paper elaborated the objec-tives,framework,functional modules and key technologies of the platform construction,which provided strong support for improving the intelligent level of river chief system management,strengthening river and lake protection and governance,and promoting the con-struction of water ecological civilization.
