摘要
市级国土空间基础信息平台建设的关键是以自然资源"一张图"数据体系建设、哈尔滨市自然资源"一张图"建设以及第三次国土调查成果为基础,整合各类自然资源和规划数据,形成坐标一致、边界吻合、上下贯通的一张底图,作为国土空间规划编制和监督实施、国土空间用途管制、开发利用监管、生态修复等的工作基础.本文结合平台建设要求和哈尔滨市实际需求,以数据建设作为切入点,分析数据现状、结合现阶段建设遇到的问题,阐明了自然资源和规划"一张图"数据建设思路和对策分析.
Abstract
The key to the construction of the municipal land spatial basic information platform is the construction of natural resources"One Map"data system.The construction of natural resources"One Map"in Harbin city is based on the results of the national third land survey,integrating all kinds of natural resources and planning data to form a base map with the same coordinates,the same boundaries,and the upper and lower links.It is used as the preparation and supervision of land spatial planning,the control of land spatial use,the supervision of development and utilization ecological restoration,etc.Based on the platform construction requirements and the actual needs of Harbin city,this paper analyzes the current situation of data and the problems encountered in the current stage of construction,and expounds the construction ideas and countermeasure analysis of"One Map"data construction of natural resources and planning.
