边境城市功能监测分析——以黑河市为例

摘要
以黑河市为例,针对边境城市新型城镇化和城乡融合发展,搭建监测评估体系,综合分析建成区用地布局和发展态势,人口布局和产业结构,区域基本公共服务设施覆盖程度,交通网络建设及区位条件,以及生态用地面积、分布及变化规律等;监测评估成果表明,黑河市新型城镇化建设进度较快,生态功能用地空间格局稳定,但仍存在建成区土地利用率较低、城乡融合发展程度较低的现象.研究结论可为边境城市监测评估体系构建提供参考,为政府决策提供依据.
Abstract
Taking Heihe city as an example,this paper builds a monitoring and evaluation system for the new-type urbanization and urban-rural integrated development of border cities,comprehensively analyzes the layout and development trend of built-up land,population layout and industrial structure,coverage of regional basic public service facilities,transportation network construction and location conditions,and ecological land area,distribution and change law,etc. The monitoring and evaluation results show that the progress of new-type urbanization construction in Heihe city is relatively fast,and the spatial pattern of land for ecological functions is stable,but there are still low land utilization rates in built-up areas and low degree of urban-rural integrated development,and the re-search conclusions can provide reference for the construction of monitoring and evaluation system in border cities and provide a basis for government decision-making.
