基于ArcGIS的地震避难所选址布局研究——以四川省雅安市为例

地震避难所选址布局是地震多发地区进行风险管理的一项重要内容.以最小化疏散距离为目标,构建地震避难所P-中值模型和以最大覆盖范围为原则的地震避难所覆盖模型,利用ArcGIS软件对雅安市的交通路网数据、居民点和备选避难所等数据进行整合,并对雅安市避难所的选址布局进行了分析.结果表明:雅安市现有地震避难所布局规划还不够合理,P-中值模型选出 10个最优路径的避难所,可容纳人数从1 580人到6 300人不等,覆盖模型下选择了 28个避难场所,可容纳人数从1 400人到16 850人不等.研究结果验证了两种模型的可行性和有效性,可为应急管理部门提供一定决策依据.
Study on Location Layout of Earthquake Shelter Based on ArcGIS:A Case Study of Ya'an City,Sichuan Province
The location and layout of earthquake shelter is an important part of risk management in earth-quake-prone areas.Aiming at minimizing the evacuation distance,this paper constructs the P-median mod-el of earthquake shelter and the coverage model of earthquake shelter based on the principle of maximum coverage.ArcGIS software is used to integrate the data of traffic network,residential sites and alternative shelters in Ya'an City,and analyzes the location layout of shelters in Ya'an City.The results show that the existing earthquake shelter layout planning in Ya'an city is not reasonable enough.P-median model selects 10 shelters with optimal routes and the capacity ranges from 1 580 to 6 300 people,while 28 shelters are se-lected under coverage model and the capacity ranges from 1 400 to 16 850 people.The research results verify the feasibility and effectiveness of the two models,which can provide a certain basis for emergency manage-ment departments to make decisions.
