水电建设项目盲目采用电子档案单套制归档与法律效力探析

摘要
随着现代信息化技术发展,电子档案单套制归档模式提上议事日程,档案单轨制与双轨制文件生成和单套制与双套制整理归档模式,其适用范围被模糊应用,有些工程建设项目在不具备电子档案单套制归档管理的条件下,盲目追求时尚,导致项目档案归档的完整、系统、准确性得不到保证,失去了档案的凭证价值,给后续档案利用带来严重危害,丧失档案的凭证价值,使项目档案的法律效力得不到保障.
Abstract
Summary of content:With the development of modern information technology,the single-suite filing mode of electronic archives has been put on the agenda.The scope of application of the single-track and dual-track file generation and single-suite filing and archiving modes has been vaguely applied.Some engineering construction projects blindly pursue fashion without the single-suite archiving management of electronic archives.As a result,the integrity,system and accuracy of the project archives cannot be guaranteed,the document value of the archives is lost,which brings serious harm to the subsequent use of the archives.The lost document value of the archives makes the legal efficiency of the project archives not guaranteed.
