摘要
数字技术的嵌入改变了传统乡村治理的空间场域,数字乡村治理成为乡村治理现代化的基本趋向.当前数字乡村治理在治理主体、过程、要素、空间等方面存在阻滞,具体表现为治理主体的精英俘获、参与失衡与缺位等;治理过程的形式主义与监督缺失;治理要素基础设施建设"硬件"不均衡、数字乡村治理"软件"不匹配,以及数据收集与共享困难;治理空间分割化与碎片化严重,制度化与标准化不足.因此,在推进数字乡村治理的进程中,亟需实现治理主体多元化、治理过程双向化、治理要素协同化和治理空间一体化.
Abstract
The embedding of digital technology has changed the field situation of traditional rural governance,and digital rural governance has become the basic trend of rural governance modernization.At present,the promotion of digital rural governance has difficulties in the aspects of governance subject,process,elements and space,which are manifested as elite capture,participation imbalance and participation absence of governance subjects.The governance process presents the coexistence of digital bureaucracy and supervision formalism.The governance elements reveal the digital division in the construction of urban and rural hardware facilities,the low digital literacy in the overall software environment,and the serious difficulties in data sharing.The governance space is seriously segmented and fragmented,and lacks institutionalization and standardization.Therefore,in the process of promoting digital rural governance,it is urgent to realize the diversification of governance subjects,the bidirectional governance process,the synergy of governance elements and the integration of governance space.Through digital technology,rural governance can achieve digital democracy,recreate a digital rural community with good governance,and promote the modern development of rural governance under the background of comprehensive rural revitalization.
