Study on the Governance Deviation of Rural Hollowing in Southwest China Border Area
There are a large number of rural areas living near the border in the southwestern border area of China,which have encountered certain hollowing out problems with social development.The issue of hollowing out has had a significant impact on the national security,economic development,and social stability of the southwestern border region of China.In recent years,in order to address the issue of rural hollowing out in border areas,a large amount of public governance resources have been invested at the national level.However,due to certain limitations in the specific institutional design,policy formulation,project planning and other governance processes of grassroots governments,it is difficult to fundamentally reverse the spread of hollowing out in these areas.The development of hollowing out indicates the problem of governance bias in border areas where the investment and effectiveness of grassroots governments are disproportionate.The formation of governance deviation is related to the inadequacy of existing governance strategies,including inadequate economic support mechanisms,insufficient basic public services,policy implementation deviation,and lack of village subjectivity.From the perspective of stabilizing the border and stabilizing the hearts of the people,the governance of hollowing out problems in rural areas in the southwestern border area should strengthen systematic governance based on grasping the basic characteristics of the region and complying with the laws of social development.The governance efficiency should be improved from the aspects of diversified governance,precise governance,long-term governance,and smart governance,in order to truly solve governance problems.
