Cooperative Production:Study on the Operating Mechanism and Practical Mechanism of the Construction of Township(Street)Social Work Stations——Taking the Pilot Construction of Social Work Station in D Street as an Example
Township(street)social work stations are not only effective carriers for the transmission of national public services,but also an important measure to improve the level of civil affairs services in grassroots communities and open up the"The last mile"of supply services.In the field of public service supply,cooperative production has become the basic aspect of high-quality construction of township social work stations due to its modern governance concept of"one core and plurality"and"integration and co-governance",which can effectively solve the problems of"administrative"and"fragmented"resources and"collaborative inertia"of township(street)social work stations.In this regard,this paper innovatively embeds cooperative production into the research on the construction of township(street)social work stations,and expounds it in the form of cases,that is,taking the pilot construction of social work stations in D street as an example,this paper analyzes the interaction and collaborative behavior between multiple subjects through the framework of cooperative production,and systematically explains the operation mechanism and realization mechanism in the construction of township(street)social work stations.In the existing policy discourse and institutional structure,the D Street Social Work Station realizes the integration and linkage of resources,manpower and information through the methods of"co-construction","co-governance"of consultation and"sharing"of results,so as to promote the quality and efficiency of community public services.The results show that the synergy of multiple subjects,resource integration,target consensus,benefit granting,and citizen empowerment promotes the effective operation of"cooperative production".Based on this,with value co-creation as the logical main line,the realization mechanism of promoting"cooperative production"is proposed from the aspects of multiple participation,precise docking,value aggregation,benefit sharing and subject cultivation.
