Practical Exploration on Empowering Rural Revitalization through the Reform of Rural Homestead System——Based on the Investigation of Yuansong Village in the Pilot Area of Chuzhou City
The reform of rural homestead system is related to the vital interests of farmers,to the overall situation of rural social stability and development,and plays an important role in ensuring the institutional supply for the implementation of the rural revitalization strategy. Taking Yuansong Village of Chuzhou City in the pilot area as the research object,based on the field investigation,this paper theoretically explains the practical logic and internal mechanism of rural homestead system reform enabling rural revitalization. This paper explores the"three rights separation"of the homestead in Yuansong Village,the voluntary and paid withdrawal mechanism of the homestead and the overall utilization of the withdrawn homestead,and analyzes the practical path and achievements of the village to realize the integration of"three industries"and create a livable and industrious village through reform;Further,it is proposed to follow the internal demand of implementing the rural revitalization strategy and follow the reform idea of "confirming rights,empowering rights and living rights"to effectively guarantee the basic living rights of farmers,endow farmers with property rights of rural homestead and liberalize the use rights of rural homestead,so as to realize the empowerment of rural comprehensive revitalization with the reform of rural homestead system.
