The publicness of rural communities is rooted in and reproduced in the cultural form of rural communities,which is the sum of community lifestyles. Therefore,the publicness of rural communities is essentially a cultural category,embedded with the dual attributes of"publicness' culture"and"publicness of culture",and presented as a specific cultural structure in practical life. Cultural governance is a form of governance that takes culture as its object and tool,and it is coupled with public production. Therefore,rural community cultural governance can cultivate "publicness' culture" through rural community cultural con-struction,and can also rebuild"publicness of culture"through the enhancement of rural community cultural governance functions. The rural community cultural governance actions based on publicness production mainly reflect the practical direction of strengthening the cultural leadership of rural community party organizations,constructing a new pattern of rural community cultural governance,promoting the integration and development of rural community cultural forms,strengthening the construction of rural community institutional culture,and creating a rural community cultural space system.
