Effects of Policy Perception and Profession Identity on Compliance with Teacher Exchange and Rotation Policies
Teachers'willingness to follow the exchange and rotation policy directly affects the effectiveness of the policy implementation.In order to explore whether and how policy perception and profession identity affect teachers'willingness to comply with the exchange and rotation policy,the ordered Probit model was used to make a comparative analysis of 1487 teacher questionnaire data.The results showed that teachers'willingness to comply with the exchange and rotation policy was above the average level on the whole,and the policy perception and profession identity had differentiated effects on policy compliance through multiple channels.Specifically,in terms of policy perception,teachers with a high level of policy understanding and recognition are more inclined to comply with the teacher exchange and rotation policy,and in terms of profession identity,job reward,role value and job achievement have a positive correlation with policy compliance.However,job security and working atmosphere have negative correlation with policy compliance.Deep analysis of internal reasons tells that good job security and atmosphere may strengthen teachers'expectation of stability,reducing their acceptance of personnel reform,and then have a negative impact on their willingness to comply with the exchange and rotation policy.
