吉林典型钢铁企业技改项目减污降碳协同效应研究

在充分调研吉林省钢铁企业减污降碳技改项目的实施情况以及其减排效果的基础上,运用协同控制效应坐标系和协同效应评估指数两种评价方法对钢铁企业已经实施以及拟实施技术的减污降碳协同增效的效果进行了评价.结果表明:所评估的11项技改项目对污染物与CO2减排大多具有较好的协同效应,其中,35 MW发电项目以及50 MW的双超发电项目这两个项目的协同减排效果较为显著;另一方面,负压脱苯改造等项目虽然可以减少污染物的排放,但需要加大设备的功率,减污设备耗电量的增加会带来CO2增排,不能同时减排污染物与温室气体,不具协同控制效应.从CO2及各污染物的整体协同减排效应来看,颗粒物与CO2的协同控制效应较为显著.
Study on the synergistic effects of pollution reduction and carbon reduction from technological reform projects of a typical steel industry in Jilin Province
An investigation was carried out on the effects of the technological reform projects on pollution reduction and carbon reduction in a typical steel industry in Jilin Province.Two evaluation methods,namely,synergistic control effect coordinate system method and synergistic effect evaluation index method were used to evaluate the synergistic control effects of pollution reduction and carbon reduction projects.The results showed that most of 11 projects have the synergistic control effect.35 MW and 50 MW electricity generation projects have the most synergistic effect on the reduction of pollutants and CO2.On the other hand,projects such as Negative Pressure Debenzene Retrofit(NPDR)need to increase the power of the equipment and thus increase the emission of CO2.Those projects do not have the synergistic control effect on the reduction of pollutants and greenhouse gases at the same time.In terms of overall synergistic emission reductions of CO2 and individual pollutants,synergistic control effect of particulate matter and CO2 is very significant.
