Taking Shangmiao reservoir in Wengyuan County as an example,a standardization evaluation system of reservoir operation management was constructed based on the AHP and matter-element exten-sion method. An evaluation model consisting of 1 target layer,5 criteria layers and 25 indicator layers was established,the consistency check on each indicator was conducted,and the indicator weights were calculated. Meanwhile,a matter-element extension model was constructed to determine the grade stan-dards for qualitative and quantitative indicators,and the matter-element correlation degree and grade were calculated.
