摘要
锂电池铁路运输是保障产业链和市场扩展的关键.通过对国际法规的梳理,分析我国锂电池铁路运输的发展历程,以及现阶段实施过程中的具体要求,针对消费型锂电池和新能源商品汽车的运输条件进行阐述,并对目前政策制度合理性进行分析,对锂电池铁路运输给出建议.我国现阶段已对小容量消费型锂电池以及新能源商品汽车开放铁路运输通道,未来需借鉴国际标准及结合我国国情,进一步完善大容量动力锂电池的安全运输条件,推动锂电池运输业务的开放.
Abstract
Lithium battery railway transportation is the key to ensure the expansion of the industrial chain and market.The development history of China's lithium battery railway transportation is analyzed through sorting out international regulations,along with the specific requirements during the implementation process at the current stage,with explanations of the transport conditions for consumer lithium batteries and new energy commodity vehicles.The rationality of the current policy system is analyzed,suggestions for lithium battery railway transportation are given.At this stage in our country,railway transportation channels have been opened for small-capacity consumer lithium batteries and new energy commercial vehicles.In the future,it needs to learn from international standards and combine our national conditions to further improve the safe transportation conditions of large-capacity power lithium batteries and promote the opening up of lithium battery transportation businesses.
