摘要
通过文献资料法和逻辑推理法,分析我国体育公共服务转型的历史背景、动力机制、价值意蕴和现实困境,并提出转型的实践向度.体育公共服务智慧化转型的动力机制包括政策指导、数字基础建设、政府职能转变和供需发展.其价值意蕴在于调适供需压力、实现治理模式转向、提高供给灵活度、促进高效发展、构建多元化评价主体模式和建立智慧化监督平台.然而,现实困境包括宏观标准欠缺、服务供需不平衡、应用桎梏突出和后备保障不充分,制约着转型质量.因此,实践向度应包括全局科学设计、推动持续发展、推进智慧体育服务、资源均衡分配、优化资源配置和稳固保障体系.
Abstract
This paper analyzes the historical background, driving mechanisms, value implications and practical challenges of the transformation of public sports services in China by using the literature method and logical reasoning method, and proposes the practical dimensions of transformation. The driving mechanisms of the smart transformation of public sports services include policy guidance, digital infrastructure, the transformation of government functions and supply-demand development. Its value implications include adjusting supply-demand pressure, achieving the transformation of the governance model, improving the flexibility of supply, promoting efficient development, establishing a model with diversified evaluation subjects, and building a smart supervision platform. However, practical challenges include the lack of macro standards, imbalanced supply and demand, prominent application shackles and insufficient backup support, which restrict transformation quality. Therefore, practical dimensions should include designing the overall situation scientifically, promoting sustainable development, advancing smart sports services, balancing resource allocation, optimizing resource allocation and stabilizing the guarantee system.
