Since ancient times, there has been a saying that "the county is wellgoverned and the country is peace". Promoting and popularizing football in counties throughout the country plays a huge role in promoting the development of the football industry and the national fitness strategy in China. The promotion and popularization of county football is conducive to cultivating outstanding talents, enriching the sports exercise life of county people, building county football sports culture, promoting the football literacy of county teenagers, and promoting the development of county economy. Research shows that we should promote digital technology to empower the popularization and development of county football, rely on county characteristics to improve basic football facilities, improve the promotion mechanism that is in line with local development based on basic national conditions, develop a characteristic model of county football according to collaborative development and cooperation mechanisms, improve the construction of the promotion system of county campus football, and promote precise policy implementation through addressing both symptoms and root causes.
