Taking the current situation and difficulties of the construction of municipal anti-doping institutions and organizational systems in Shandong Province as research objects, and using methods such as internet data inquiry, telephone interviews and symposium surveys, this article investigates the current situation and difficulties of the construction of studied municipal anti-doping institutions and organizational systems in Shandong Province, analyzes and summarizes the dilemmas and difficulties encountered in the current construction of municipal anti-doping institutions and organizational systems in Shandong Province, and proposes rational improvement suggestions, measures and policy plans, so as to promote the construction of municipal anti-doping institutions and organizational systems in Shandong Province, breaking through the dilemma of anti doping work at the municipal level, and truly build a fully-coverage anti-doping organizational system with "vertical and horizontal intersection, and upper and lower linkage", which will further enhance the ability of municipal anti-doping work, lay the foundation for the anti-doping awareness of athletes from the youth stage, comprehensively enhance the anti-doping ability of young athletes in China, ensure clean preparations for competition, and ensure the "zero occurrence" of doping problems.
