This paper analyzes the dynamic process from the initial construction to the development and optimization of sports,culture and tourism industries in Mashan County from the perspective of the actor-network theory by the literature method and the case analysis method,and proposes optimization paths based on the difficulties faced by the transformation and development of Mashan County.The development opportunities of sports,culture and tourism industries in Mashan County:clear direct policy guidance,the inevitable trend of economic development and the new momentum of sports-culture-tourism integration.Difficulties:the lack of professional talents,lagging infrastructure,inadequate publicity and the weak integration of sports,culture and tourism.Optimization paths:recruiting heterogeneous actors to innovate product supply,completing translation to improve infrastructure construction,enriching the way of publicity to adjust the focus of publicity,digging depth and widening width.
