摘要
"双减"政策的颁布促进了青少年校外体育培训市场的发展.该文采用文献资料法、逻辑分析法等研究方法,旨在探究青少年校外体育培训市场协同治理体系构建,推动加强协同治理,促进青少年校外体育培训市场健康发展.该体系涉及政府监管、市场自治、社会监督三方力量,政府监管由单主体领导转为多主体共同参与的监管模式、由单一行政转向多元综合过程化监管手段.市场自治方面,做到相关体育组织贯彻政策并落实行业规范,体育培训机构配合监管并加强内部建设,同时关注社会监督的常态化.该文强调在协同治理体系中不断思考并优化,政府监管、市场自治、社会监督三方协同作用于青少年校外体育培训市场治理,打造社会治理共同体,形成"共建、共治、共享"社会治理格局.
Abstract
The promulgation of the"Double Reduction"policy promotes the development of the youth after-school sports training market.This article adopts methods such as Literature Review and Logical Analysis to explore the construction of a collaborative governance system for the youth after-school sports training market,promote the strengthening of collaborative governance,and promote the healthy development of the youth after-school sports training market.The system involves the three forces of government supervision,market autonomy and social supervision.Government supervision has changed from a single subject leadership to a multi-subject joint participation of the regulatory model,from a single administration to a pluralistic and comprehensive process of supervision means.In terms of market autonomy,relevant sports organizations should implement policies and implement industry norms,sports training institutions should cooperate with supervision and strengthen internal construction,and at the same time pay attention to the normalization of social supervision.This article emphasizes that the collaborative governance system should be continuously considered and optimized,and the tripartite synergy of government supervision,market autonomy and social supervision should be used to govern the youth after-school sports training market,create a social governance community,and form a social governance pattern of"co-construction,co-governance and sharing".
