To address the urgent need to improve the quality of Physical Education(PE) classes in primary and secondary schools in China,the endogenous reasons for the low teaching quality of PE teaching in primary and secondary schools are clarified by using Literature Review and Inductive Analysis. The study concludes that the educational function of PE classes in primary and secondary schools in China is hindered by factors such as student interests being influenced,insufficient attention from schools,differences in teacher teaching levels,and curriculum content. Therefore,a diversified and multi-level optimization path is proposed:Change the teaching strategy of the curriculum to promote the return of fun to the classroom;Schools pay more attention to protect the interests of PE teachers;Enrich the connotation of PE courses,build an integrated curriculum content system.
