Study on the Construction of A Disaster Prevention and Reduction Mass Defense and Control System in Ningcheng County
The national disaster prevention and mitigation system is composed of basic units for disaster prevention and reduction in counties and cities across the country. In this system, mass defense and control is an important and effective means of defense. Taking Ningcheng County as an example, this paper systematically analyzes the main causes of mountain flood disasters and the primary issues in flood prevention and disaster reduction at the grassroots county level within the national disaster prevention and mitigation system. It discusses the specific measures and main practices for the construction of a mass defense and control system against mountain flood disasters at the county level, providing a reference for other similar counties.
