Practice and Reflection on Data Empowerment for Refined Management of Rivers and Lakes in Shanghai
With the nationwide implementation of the River Chief System,there are heightened demands for refined management of rivers and lakes.Guided by the concept of"data empowerment and intelligent supervision",and in conjunction with new-generation information technology,a technical plan for the digitalization of river and lake facilities in Shanghai is proposed.This plan involves establishing classification standards and coding rules for river and lake facilities,building a mobile data collection system,completing the mapping and archiving of river and lake facilities,and constructing an industry database for Shanghai's river and lake facilities.Taking the Dianpu River(Songjiang Section)as a case study,the paper details the specific practice of constructing a river and lake facility database.The results demonstrate that establishing a database for river and lake facilities and enabling refined management through data is feasible and practical.This can provide a model for the digitalization of river and lake facilities in Shanghai and refined management nationwide.
