ALARP Criterion-based Risk Assessment of Protective Relay Inaction
The conventional risk assessments of protective relay inaction mostly adopt independent assessment structure with low assessment efficiency, which leads to the increase of risk assessment difference. In view of this an ALARP crite-rion-based method to assess the risk of protective relay inaction was proposed.According to the current test requirements, the inaction risk characteristics were extracted, and a multi-layer risk assessment structure was designed.Based on the ALARP criterion, the model of protective relay inaction risk assessment was established, and the chain-fault-assisted cali-bration was used to improve risk assessment results. The proposed method achieved risk assessment difference below 1.2 in test verification, which indicated its high efficiency, refinement, high specificity, and practical applicability.
