基于红黄绿颜色管理体系的网格化精准投资模型研究

随着配电网建设改造工作的不断推进,传统投资管理方法已无法满足配电网高质量发展的需求,投资安排不合理、网架需求与建设成果难以评估等问题日益凸显,严重影响投资效率.为此,提出红黄绿三色预警模型,以网格为单位细化项目安排颗粒度,通过层次分析法,构建多层次评价体系,量化各项关键指标,为配电网投资提供指导.在此基础上,引入网格规模指标,量化各网格投资权重,协助投资管理人员把控投资方向,助推配电网高质量发展.
Red-Yellow-Green Color Management-based Gridized Precise Investment Model
With the continuous progressing of construction and renovation of distribution networks,conventional invest-ment management methods are no longer able to meet the needs of high-quality development of distribution networks.Is-sues such as unreasonable investment arrangements and difficulty in evaluating network requirements and construction re-sults are becoming increasingly prominent,seriously affecting investment efficiency.This paper proposes a red-yellow-green tri-color warning model,which refines the granularity of project arrangement on a grid basis.Through the analytic hierarchy process,a multi-level evaluation system is constructed to quantify key indicators and provide guidance for distri-bution network investment.On this basis,grid scale indicators are introduced to quantify the investment weight of each grid,assist investment managers in controlling investment direction,and promote high-quality development of distribution networks.
