The modernization of the Grassroots Mass Autonomy System(GMAS)is an inherent requirement for achieving so-cialist modernization strategies.From the perspective of problem awareness,the modernization of GMAS faces problems such as in-sufficient subjectivity of autonomous organizations,correct handling of the relationship between moral governance and the rule of law,volunteering failure and insufficient organization,and grassroots resource constraints.The breakthroughs include strengthening the subjectivity role of grassroots mass autonomous organizations,strengthening power supervision to coordinate moral governance and the rule of law,overcoming the voluntary failure and organizational deficiencies of grassroots social organizations,and strengthening the supply support and use supervision of grassroots resources.The modernization of the GMAS should be basically achieved by 2035 and fully realized by 2049.To this end,it is necessary to continuously improve the grassroots mass autonomy mechanism under the leadership of the Party,improve the direct democratic system at the grassroots level,promote the organic integration with grassroots good governance,broaden the channels for grassroots consultation and participation in governance,and improve the democratic man-agement system of enterprises and institutions.
