人工智能伦理审查:现状、挑战与出路

摘要
人工智能伦理审查是防范人工智能伦理风险的重要手段,需要引起我们的高度重视.目前学术界与科技企业已经开始关注并实施伦理审查,但具体规范与标准尚处于探索阶段.人工智能科研人员的自我伦理审查、同行审查与机构审查均存在不少挑战,影响与制约着人工智能伦理审查的顺利开展及其功能的正常发挥.我们应该针对人工智能伦理审查的核心问题,通过强化自我审查、完善同行审查与推动机构审查等多种途径,建构较为完善的人工智能伦理审查体系,推动其发挥应用的积极作用,进而促进人工智能健康发展.
Abstract
Ethics review of artificial intelligence is an important means to prevent ethical risks in artificial intelligence.At present,academia and technology companies have begun to pay attention to and implement ethics review,while norms and standards are still in the exploratory stage.There are many challenges in the self-ethics review,peer review,and institutional review of artificial intelligence,which constrain the implementation and functionality of artificial intelligence ethics review.We should focus on the core issues of ethics review in artificial intelligence,and strengthen self review,improve peer review,and promote institutional review,in order to construct a comprehensive system of ethics review in artificial intelligence,thereby promoting the development of artificial intelligence.
