数据技术嵌入下的基层治理变革过程研究

摘要
本文旨在解析数据技术应用在基层社会治理中发挥作用的过程和结果,助力探索数据在基层治理实践中应用的方向和策略.在梳理技术治理相关理论的基础上,文章借助技术嵌入理论,从平台搭建、制度安排和社会互动三个维度解析技术应用引发治理变化的机理、过程和结果,认为技术的顺序逻辑嵌入到治理要素中,催生工作过程整合、数据标准化和组织专业性;而当技术嵌入组织要素时,组织要素的物质层面与认知层面和行为层面相互作用,并影响认知层面和行为层面,这一过程分结构化条件、社会互动和制度再生产三个阶段.基层政府应主动转变治理理念、重组治理结构和推进自身角色转化,建立包括制度、技术和行动者在内的治理体系,深入挖掘数据反映的社情民意以辅助决策,发挥大数据的研判功能,不断提升数据治理的能力.
Abstract
This paper aims to analyze the process and results of data technology application in grassroots social governance,and help explore the direction and strategy of data application in grassroots governance practice.On the basis of sorting out relevant theories of technology governance,this paper analyzes the mechanism,process and results of governance changes caused by technology application from three dimensions:platform building,institutional arrangement and social interaction,with the help of technology embedding theory.It believes that the sequential logic of technology is embedded into governance elements,which promotes the integration of work processes,data standardization and organizational professionalism.When technology is embedded in organizational elements,the material level of organizational elements interacts with and affects the cognitive and behavioral levels.This process is divided into three stages:structural conditions,social interaction and institutional reproduction.Grassroots governments should take the initiative to change governance concepts,restructure governance structures and promote their role transformation;establish a governance system including institutions,technologies and actors,dig deep into the social conditions and public opinions reflected in data to assist decision-making,give full play to the research and judgment function of big data,and constantly improve the ability of data governance.
