In response to the uncertainty and maneuverability of future battlefield styles and forms, the rapid deployment needs of airports are becoming increasingly urgent.Mobile navigation support forces,as an essential component of aircraft takeoff and landing support, directly affect and restrict the combat capabilities of aviation forces in terms of speed and maneuverability. In response to the uncertainty characteristics of"small data"and"poor information"in the evaluation of mobile navigation support capabilities, the article comprehensively considers equipment and environmental factors under mobile deployment conditions,as well as the ability requirements of navigation support personnel.A mobile navigation support capability evaluation index system is established, and an improved grey analytic hierarchy process based mobile navigation support evaluation method is proposed. An evaluation model is constructed to reduce the influence of subjective factors,Starting from expert rating data, apply the 3-scale method to construct a judgment matrix, and refine the differentiation between qualitative and quantitative indicators to construct an evaluation sample matrix. Finally, the evaluation method is validated through examples. The results show that u-sing the improved 3-scale grey analytic hierarchy process, the construction of the judgment matrix does not require consistency testing. While simplifying the evaluation calculation steps,it overcomes the complexity of external influencing factors, the am-biguity of subjective judgments, and the randomness of human scoring in the evaluation. When using this method in the next step,it can also increase the gray class level in the application of grey theory and improve the accuracy of evaluation.
