摘要

加强源头管控并从源头上防范和化解重大安全风险,在安全生产管理中可起到事半功倍效果.通过对发展经研体系源端安全的阐述,结合某供电公司有关电网运行方面的研究,构建基于发展经研体系源端安全的电网本质安全管理体系,系统性提出了加强源端安全管控履职能力、规范标准制度执行、发挥发展经研体系协同联动优势、强化规划设计评审等源头措施,有效提升电网本质安全水平.

Abstract

Strengthening source control as well as preventing and resolving major safety risks from the source might bring about twice the result with half effort in safety production management.By elaborating on the source safety in developing experience research system and combining with research on power grid operation by a certain power supply company,a power grid intrinsic safety management system based on the source safety in developing experience research system is established.Systematically,multiple source countermeasures are put forward such as strengthening the ability to control source safety,standardizing the execution of standard systems,leveraging the collaboration advantages of the economic research system developed,and strengthening planning and design reviews so as to effectively improve the intrinsic safety level of power grids.
