By studying and analyzing the electrical safety management situation as well as its reform and development needs,it is determines that the safety concept poor rooted and the staff safety culture shortcomings are the fundamental elements causing electric power accidents not yet been eliminated at present.A dual integration action involving"one prevention and three innovations"is put forward,which is to improve safety management with the scientific concept of"safe development,human-oriented",and utilize the power from planning and standards to drive the strengthening of short and weak items.The scientific safety concept is to play the due role in leading the improvement of safety management,and the"human-oriented management,risk management and system management"is intensified as the organization engine,so as to enhance the safety management levels of power generation enterprises.
