摘要

在归纳整理安全生产责任制有关法律法规、上级要求和分析总结企业管理现状的基础上,构建了以企业班子成员、安全生产管理人员、部门负责人等作为一级指标的发电企业安全生产责任制落实评价指标体系;结合蒙特卡洛层次分析法(MC-AHP)对安全生产责任制落实情况进行量化分析.以安徽某燃煤电厂为研究对象进行案例应用,结果表明:该企业评价得分为92.34分,落实效果等级为V级,与实际较为吻合.该方法可为企业安全生产责任制落实评价体系的构建提供参考,助推安全生产责任制在企业落地生根.

Abstract

Based on the relevant laws and regulations and superior requirements sorted out,as well as the management status of a power generation enterprise analyzed,an evaluation index system for the implementation of safety production responsibility system is established,and a quantitative analysis is conducted on the implementation of the safety production responsibility system using Monte Carlo Analytic Hierarchy Process(MC-AHP).A coal-fired power plant in Anhui Province is regarded as the research object.The application results show that the evaluation score obtained by the enterprise is 92.34 points at the Grade-V implementation effects,which is consistent with the actual situation.The method is available to offer reference in building the evaluation system for the implementation of enterprise safety production responsibility system,and boosting the safety production responsibility system to put down roots in enterprises.
