摘要

为确保现场各项作业有序、安全开展,通过建立联防联控的"1+N"作业风险管控机制,从计划管理、风险评估、现场到位管控、严格督查等方面实现对作业全面、全时、全员穿透式管理,有效解决了配网现场作业管控面临的计划性差、风险点多且分散、监管效能低、作业现场人身风险突出等问题.

Abstract

To ensure the field operations orderly and safely,a"1+N"operation risk control mechanism of joint prevention and control is established to achieve the comprehensive,round-the-clock,and the staff-based pervasive management in the aspects such as plan management,risk assessment,field control in place and strict supervision,which effectively solves the problems such as poor planning,massive and disperse risk points,low regulatory efficiency and personal risks on site that the field operation control of distribution grids is encountered.
