摘要
日本中小企业海外投资起步较晚，但发展较快。20世纪70年代起，在大企业对外直接投资带动下，日本中小企业的海外投资迅速发展。中小企业规模小、资金和实力不足，在开展对外直接投资的过程中遇到了融资难、风险过大、信息不完全和人才缺乏等问题，日本政府制定了正确的中小企业对外直接投资战略，有效解决了中小企业开展对外直接投资过程中遇到的问题，推动了中小企业对外直接投资的迅速开展。目前中国已成为出口大国，但对外直接投资占比较少。加快企业尤其是中小企业走出去的步伐显得尤为重要。中国中小企业在推进对外直接投资的过程中，遇到了与日本中小企业类似的问题。日本的中小企业对外直接投资战略值得中国学习和借鉴。
Abstract
The foreign investment of Japanese small and medium enterprises starts late but with rapid devel-opment. Under the FDI of large enterprises, Japan ‘s foreign investment of small and medium enterprises developed quickly since 1970s where small and medium enterprises encountered such problems as di?cult financ-ing, high risks, incomplete information and short of talents resulted from their size and lacking of capital and strength. Japanese government tackled those problems by making the right strategies for them as a propeller in the rapid development of FDI. Nowadays, China is strong in export with FDI accounting for a relatively small share. To expedite the going-out for small and medium-sized enterprises, China is confronted with similar issues as Japan, China should learn from the strategies of small and medium enterprises of Japan.
