摘要
20世纪初的40多年间,日本对旅大地区实施了侵占及殖民统治,同步将旅大地区的海域纳入自己的势力范围,在渔业领域植入日本本土的法律制度,强推各项殖民政策,具体措施包括成立渔业组织、组建科研试验机构、颁布实施渔业法令法规等.这种做法虽然在形式上完成了渔业制度的近代化,客观上促进了旅大地区渔业生产的规范化和秩序化,但是法律政策的移植不过是为日本的殖民行为披上制度的伪装,本质上是殖民主义政策体系中的一部分,目的是掠夺更多的渔业资源,为侵略战争和殖民统治提供后援支撑.日本不仅在旅大地区,也几乎同时期在台湾半岛、朝鲜半岛并行推进渔业殖民政策,满足其在东亚实施经济掠夺和殖民统治的需要.
Abstract
For over 40 years in the early 20th century, Japan colonized the Lyu Shun-Dalian area and issued a series of fishery policies as well. While these policies helped to modernize the fishery system in this area to a certain content, it was in fact a way to plunder more fishing resources. Furthermore, Japan also implemented fishery colonization policies in parallel on the Taiwan Peninsula and the Korean Peninsula to satisfy its colonial needs in East Asia.
