This article describes the current state and future trend of China＇ s residential block tariff, analyzes the key issues and proposes our country＇s policy objectives of block tariff. It also analyzes the methods for determining block number, block standard and block price of the block tariff, and the impacts of the residential block tariff scheme. In the end the paper puts forward some policy recommendations, such as changing meter reading by manual, reforming the joint use of electricity meters by different users and increasing capital investment.
