Cost Analysis of Transformation Projects in Jilin Province in 2010
This paper analyzes the cost status quo of power transformation projects owned by the Jilin Electric Power Company, studies the major factors that affects the project cost according to the inherent logic relationship of investment constituted by quantity, price and fees, discusses the project management and cost control work, summarizes the problems such as the incomplete database of cost information, and lack of effective incentive and restraint mechanism in project design, construction and supervision, and proposes some suggestions on cost management, such as perfecting the related management methods, implementing the life-cycle management means for project, and strengthening communication and cooperation with local governments and others.
