Study on Positioning of China＇ s Energy Network Utilities as State-Owned Enterprises of Public Interest
Based on the latest progress of the reform of state-owned enterprises （SOE） and the related literatures at home and abroad, this paper presents an in-depth analysis of the connotation and extension of the State-Owned Enterprise of Public Interest and it systematically summarizes the experience of the developed nation＇s management of the state-owned assets in terms of classified regulation, contract-signing of the public service, corporate governance standard and business operation. On this basis, the paper identifies the idea and logic of reform of China＇ s SOEs, analyzes the influences on the energy network company in performance assessment, coordinated regulation by government organs, future governance pattern of state-owned assets and development of the unregulated businesses of companies.
