To optimize the holiday free policy on expressways, the traveler variables, traffic mode-related var-iables and travel characteristic variables are selected as utility variables. The NL model is built with travel mode in upper layer and travel distance in lower layer. The behavior characteristics of travelers under different charge standards and distance are analyzed by arc elasticity, and the influence of various charge combinations on residents travel modes is evaluated by scene simulation.Comparing the change rate of travel modes in dif-ferent scenarios, the proportion of car will be reduced by increasing charge standards, and the main transfer traffic will be allocated to high-speed train.Trains with less travel costs are more likely to be chosen by travel-ers as charge standards are increased. The results indicate that public transportation ridership is increased, and traffic congestion of expressway during holidays can be reduced by charging for long-distance travel.
