摘要
为完善企业安健环管理体系,保障电力安全稳定供应,构建安全风险分级管控和隐患排查治理(以下简称"双重预防机制")体系势在必行.文章分析了目前双重预防机制体系构建面临的诸多问题,并结合徐圩新区增量配电网区域范围电力供应企业运营的实际情况,从前期准备、安全风险辨识及评估、安全风险分级与管控、隐患排查治理及验收等多个方面对构建双重预防机制体系构建进行深入研究,并对持续改进提出了具体要求.
Abstract
In order to improve the enterprise safety and health management system and ensure the safe and stable supply of electricity,it is imperative to build a security risk hierarchical control and hidden danger investigation and governance(hereinafter referred to as the"double prevention mechanism")system.This paper analyzes many problems facing the construction of the current dual prevention mechanism system,and combined with the actual situation of the operation of power supply enterprises in the incremental distribution network area of Xuwei New District,conducts in-depth research on the construction of the dual prevention mechanism system from multiple aspects such as preliminary preparation,security risk identification and assessment,security risk classification and control,hidden danger investigation,management and acceptance.And put forward specific requirements for continuous improvement.
